At what point NSM global security rules are taken into account

Helloe all,

I have an NSM which I use to manage several Juniper devices, in the policies page of the NSM there is an option to create global rules for the security policies.
I would like to know when global rules are taken into account, before or after the device's local rules.

I'm not refering to domain pre and post rules, see attachment.

Policies are interpreted in this order:
- Intrazone
- Interzone
- Global
- Default
