How to pass parameters in the start page

Say I have a user click a link like this:
https://neo.mycompany.com/whatever?startpage=http://internal.company.com/index.php?variable1=24

The user clicks the link, logs in, but the "variable1=24" gets lost.  Is there any way around this?  The links are autogenerated by an external webserver giving customers that have accounts access to internal information.

I'm going to take a guess here since I am going to have a hard time reproducing this scenario with the resources I have.  Try replacing the section question mark with a "%3F".  My hope is that neo.mycompany.com will translate the forwarding URL.
